  1. Honestly who knows, from what I've seen it's a total crapshoot. The value public service above all else, at least two years of experience is the general norm, private sector experience doesn't generally cut it. They don't seem super strict about grades and GREs, I've seen people get it based on extensive volunteering with bad stats otherwise. I think if you have good experience in the public sector and can convince them with your essay you will be a lot closer.The logic of giving such large scholarships is that people going into this field won't make a lot of money so if you have only worked in big businesses they won't feel incentivized to give you the money

Hi oglethorpe, if you're truly interested in going to a top school I would recommend that you wait a few years before applying, GPA loses importance the more years of work experience you have and considering you appear not to have any full-time work experience, a < 3 GPA will definitely weigh you down. I would also concentrate on studying for the GRE and striving the get the highest score you possibly can and perhaps taking some more classes or a certificate of some sort with a higher grade to prove to the committee that you can do the work. Unfortunately a low GPA and a lack of work experience won't make you very competitive right now.
