Value to being strongly recruited?

Hello all, looking for some advice regarding the two options I have for entering a PhD program.  What I am wondering about is how much value I should be placing on the communications/recruitment aspect of this process.  Basically: if a school seems to want you more (has been in contact since early in app process, offered to match other funding) how much does it really matter?  My second option offered me a package after accepting the first cohort, and I have not been put in contact with any POIs there.

I can see chalking this up to different timelines that the universities are operating on, or it may be that I am just a better fit in the first program.  It is very difficult to tell from the outside!
