Is LoRs important for top Masters applications?

For phd, a strong letter is kind of determinant.

Is that equally true for master application (especially those top ones: Harvard, MIT, Berkeley, Stanford etc. )

In my opinion, I think LORs are extremely important for so many reasons - for Master's and Ph.D. programs.
