Should I even try for a PhD?

Hey guys,

I just completed my masters in Economics from LSE and came out with a decent score (65). Not the best though. I should receive 1 LOR from a professor here at the very least (maybe 2, not sure). I am also planning to work as a research assistant for 2-3 years, hopefully with a fairly decent think tank in India. I am wondering whether getting into a top20 or top 30 PhD program is realistic. I am planning to retake the GRE as i had only gotten a score which matched up to the 84th percentile.
