Any good University that its deadline not passed?(for PhD)

Andrestoga is right - it's not a good idea to look for a university that matches your deadline but a program that fits your interests and needs. I'm from a different field but I suppose Electrical Engineering offers a wide variety of topics. Which of them would you be interested in researching? For which of them have you already gained relevant experience? Who are the people in that area you'd like to work with? I could go on and one...

Picking a PhD program is not like grabbing a coffee on the go. You gotta figure out your wants and needs first, look at the different programs out there and then narrow it down to a managable number.

As a side note - have you already prepared all your documents (SoP, writing sample, references..) and done the tests (GRE, possibly the TOEFL)? I found the application process very time consuming so unless you're not simply trying to add on to other applications you have already submitted, it may be a good idea to sit down, figure it all out and get ready to submit amazing applications for the next cycle.

I have already applied to some universities that I liked their research. I just wanted to be sure that I did not missed any university to check their research groups.

Not sure about electrical engineering, but for marine sciences there are programs that have a hard deadline for funding (usually between Jan. 1. and Feb 1.) but with a final deadline up to May or June.  

 

Also, I know some schools do Fall and Spring admissions for many programs (Maryland, Delaware, and URI come to mind), but don't know if for EE.

I recommend to get a good grade in your standardize test. I took class from a test prep company call ClarityEd http://clarityed.com/ and they were very good. Their SAT test prep http://clarityed.com/test-prep/sat/  , AP test prep http://clarityed.com/test-prep/ap-exams/ , GMAT test prep http://clarityed.com/test-prep/gmat/ , and ACT test prep http://clarityed.com/test-prep/act/ are top of the line. They offer online classes but I took the class located in Longmeadow, MA http://clarityed.com/offices/longmeadow-ma/
