Agreed about publications but when you just finish your Master's and you plan to start your PhD, what is the probability that you have already some publications? The review process sometime takes 1 year in some journals! I have now 8 journal papers (2 from my Master's) and they were all published in my 2nd and 3rd year of PhD. On top of that my supervisor is not happy about publishing before my thesis is finished as some people consider it double-dipping (you have publications that you use later on to put in your thesis).

Sorry to disappoint you but I did not get SSHRC 2 years ago although my file made it to Ottawa. Dispite having GPA 3.64 from med school and 3.8 from MSc on top of several scholarships and awards, I got 5 points out of 30! Till now nobody from SSHRC was willing to provide me with any explanation of my ranking. Hopefully, this year it will be better as it is my last attempt to get it during my PhD before I graduate next spring.
Thanks for the explanation but my university does not do anything like that. Is this a standard procedure at all Canadian universities? At our university (Memorial) they just select applicants and notify them that they application will be sent to SSHRC competition. That's it.

I just want to ask you. What do you mean by saying that your application made it on the A-list? Sorry for my ignorance but I have not received any information of such kind.
