I didn't hear of that program, but CMU, Cornell, and Wisconisn-Madison are awesome. Have you considered visiting other campuses? you might be positively surprised.

From my experience, if you wait a bit longer you don't risk your acceptance at all. Your place is guaranteed. But the program might offer you a bit more money (in terms of a one-time stipend) as a incentive for you to enrol. Have you visited Ithacha? It might be that you like or not like to location. It really depends on your interests, hobbies and where you aspire to live.

Are you planning to attend PhD visit days? What about the location of the schools -- for some people it matters a lot.

Getting research experience will help your application. Did you discuss possible research projects\interests with faculty in your institution?

Congrats dude! Happy for you. Just to be sure -- Don't accept their offer right away. Wait to hear from other universities and also about the financial information. If there is a visit day, I strongly recommend you attend it before you make your decision.

It is probably a bad idea to apply just to top schools. Checking the spam folder is a great idea!

You should probably be polite and contact her again after a while, don't appear to be stressed. It is OK to wait even more than a week, say in the range of 2 weeks. When you contact her, you might want to show serious interest in her research projects that could lead to a formal offer, just in case you don't get any offers from other schools.

Yes it is possible. Seem sub fields (theoretical ones like quantum computers\communication) are really close. But the question is what interests you.

First of all, a Masters degree is pretty expensive. Research experience always helps, and so some industry experience. Letters of recommendation is a big deal too. If you want to increase your chances and not get bogged down because of technicalities of 4th year, than you might want to consider completing another year.
