  2. I think you can definitely find a school to accept you, it's just a matter of keep applying to all the schools until someone say yes. High GRE score, good SoP and good/great LoR can help your application. If you don't mind me asking, why do you want to get your PhD in chemistry?

  4. I received an email after a recommender uploaded his/her LoR. You can also see the status of all your LoRs after you submit your application.
