I think quitting a PhD program and applying to a new better one is very risky because professors will be extremely angry and thus they refuse to write recommendation letters.

I am also waiting on UVA. I think they have a rolling admission system which tortures applicants. I think you would decline UVA since you have been accepted to Cornell and Umich, right?
