How early is too early to email a department about decisions?

I haven't yet heard anything from Cornell and it says on my application status that it is in progress. I assume it's a rejection but do people think it is ok to email them to ask? -
Has anyone not recieved a rejection letter from Cornell yet? And for those who have recieved one, was the status also updated on your online app status?
