This is true unless you have really unique/impressive credentials (like grad work and publications) and strong letters of recommendation.
I've been told that the quant section of the GRE is used to make cut offs at top schools, between 650 and 700.
I think you should be fine.
I'd be more worried about the GPA than the GRE, but you have other substantive work to compensate. Given that you aren't applying to the uber competitive schools should help too.
You won't be wishing the other theorists good luck in a few years when you realizing that you are all fighting for the one remaining political theory job out there.
I think you should apply to programs where its obvious that you fit and don't have to ask why. Meaning, don't pick a program just because you like the name. Pick a place that has scholars that you can work with and develop your own research skills. You'll get more out of it, be more productive, and probably enjoy it more.
