I emailed my POI from Columbia awhile back, and s/he responded right away with an explanation: Columbia decided to expand its US and modern Europe cohort this year. I'm an early modernist so obviously, I did not get in. I have not received my official rejection email/letter either. This is a clear example of a school that could notify applicants sooner of its decision.
In response to the discussion of institution or departmental prestige, here's a question that, I believe, we should all consider: Does the institution/department hire its own graduates or does it hire from higher-ranked/more prestigious institutions?
I just hope that UPenn and Columbia put me out of my misery by sending out formal rejection letters tomorrow so I can finally cross them off of my list...

Has Columbia sent out acceptance or rejection letters? It seems only the POIs have been communicating to accepted students. And have we heard anything from UPenn?
