Interesting- I didn't realize that not all of the countries had pre-departure orientation. Looks like if I get it I won't be going to DC after all.

There should be a link under your application on that page for the decision. I don't understand why they didn't just send the decisions directly in the email. Sadly, I didn't get through. :/ I applied for Advanced Japanese, but no program for me it seems. *shrug* -
Just found the site when googling for Fulbright- I'm a finalist for research in Japan! Got the email a little after 6 tonight!
