IIT's are supremely well known ESPECIALLY in the EE domain. Boasting an intake of 1 in 60, they're harder to get into than the top schools in US. It appears that The Dark Knight is amusingly ignorant of this fact and hence can't vouch for the admissions committees at all. Do not underestimate them, they are fairly well-versed with Indian applicants and their universities. If you've done your homework, you'll have noticed that most active Indian research faculty members at the schools you're applying to are predominantly from the IIT's as well. More power to you!
