From my understanding (and contact with graduate admissions committees), schools are usually lenient with letters of recommendation because they, as faculty, also understand that professors are busy people. As long as your letters get there in a reasonable time, you should be fine. Heck, only 1 of my professors has submitted all of my recommendations on time.

UCLA has a good Psychological Studies in Education program at their education/information studies department. UC Davis, UC Berkeley, Teachers College @ Columbia, and I think NYU's Steinhardt programs have Human Development programs with an emphasis in education, and you might want to take a look there.   3. Your stats look very good, and it looks like you have some great schools on your list. I think you have a VERY GOOD chance of getting into those programs, and hopefully your letters of recommendation and statement of purpose are strong. Your scores will definitely open the doors to those schools, and good letters and solid research experience will put you ahead of the pack. My opinion, for what it's worth, is that it couldn't hurt to apply to a few more schools and maybe 1 or 2 "safety" schools. With that said, only apply to some safety schools you'd be happy attending. Getting into a safety is fine, but it's pointless if you have no intention of attending or can't picture yourself happy there. Best of luck!
