I just want to inform you guys that I have received the letter of award just now from DAAD in DAAD Portal. I am applying for the Full Doctoral Programme starting this October 2019/2020 but will start going to Marburg, Germany this August for the language course. I am from Malaysia applying for Logic and Language Theory in University of Tübingen. Best of luck to you guys too!

I think it was changed, because the possible earliest date for PhD funding starts from October. I read it in their requirements and initially put this date.

I also have the same situation from Saturday evening. I even sent an email to portal@daad.de
Hope, it should be open today.

My dear friends from all around the world, 
I have been reading your comments for 15 days, due to the delay in the response from the DAAD. Finally, I got today an e-mail from Bonn and confirmed to me what I expected: I won the scholarship for my 3-years doctoral studies. My status did not change at any time. The communication was directly from the administration in Bonn. I think that the description of the status does not affect in any sense the final decision of the DAAD. Lots of successes for all who are waiting for the response. Greetings from South America.

Yes, I am applying for the PhD program. Here is the document I downloaded earlier. There is an information about that date on page 3 in Application deadline point.
