  1. I don't think so. If people are offended by the high standards you set yourself, that's their problem. I'm shut out from the top-25 programs, and I'm convinced that it is actually a good thing to recognize and assess the fact that there are people who got into multiple top-10 programs and I didn't. Interpreting that fact is another question (and I believe it is important not to jump too quickly into conclusions about one's prospects as a philosopher) but it would be foolish to ignore it. And I am sorry but if you are shut out completely, you should start working on understanding why, instead of attacking people who are more succesful than you for not being entirely satisfied.
  2. This won't be the most practicle advice here but if you conclude that you need to do an MA but can't afford one, you can consider Sorbonne (Paris IV), the Phil Sci track. There is at least one person in your AOI. You could even try to make your past degrees count and start from the second year right away and still recieve the degree. It is very possible to do this without speaking french since it is an analytic philosophy oriented track (an exception) and they accept work in english. However I don't know if you can actually enroll if you don't have any ceritification for french language skills. This is probably a long shot but it may be a solution, especially if you have B2 level French from highschool or anything like that.
