unfortunately, there's no waitlist at UChicago (the delay between acceptances and rejections is because of the MA programs); the department admits with an anticipated yield in mind, and if people turn down their spots, the spot is just gone for that cycle. 20 people, 5 in each subfield, were admitted this year.
I was admitted to UChicago (departmental letter on Feb 10, followed by official admissions letter from the division on Feb 14), and my portal doesn't show any request for an official transcript—the only required form it's asking for is a reply to the offer of admissions—so I'm not sure I'd read anything into that.
Please don't worry about the Chicago supposed rejection—as @e2e4 said, and as the record of the past years shows, Chicago is famously bad at releasing rejections in a timely way, precisely because it sends so many files it rejects from the PhD program on to the MA programs. No one's going to be rejected by UChicago for about a month.
