When will the financial package arrive?

I got an offer, first informally by PI email two weeks ago and today through the portal, generic acceptance letter. When do I receive a financial package/offer? Also, is the rumor that all UC Psychology programs have the same stipend package true? If so, I can just read any UC's financial package online.
