Boulder is a very nice/beautiful city. If you want to do atmospheric sciences studies it is one of the best places to be (all universities have a strong department, and you have the proximity to be on NCAR too).

Yes, int'l applicant. I have heard about it, but I am not sure if it is the same cutoff for all areas (for example, in CS this doesn't apply at all).
