Speaking from a professional point of view, it hurts you to stay in the same area. You need to build your network in a new part of the country. How well would the skills you gain doing research at school B be able to translate so that when you are done your PhD, you can do the research you want?

Here are the only things that matter, in my humble opinion: 1. Who is doing the research that you will actually enjoy doing for 5 years, and for the rest of your career? 2. Who is going to be better at helping you get a new job/position after you are done your PhD? Ask around about how each of these departments actually treats their students. UPenn is more "prestigous" in the eyes of Americans, just to let you know.

I strongly recommend getting an eReader. Any PDF can be downloaded or Torrented and put onto an eReader. Makes life very easy.

Should I be expecting more if the school's name is prestigious? It is one of the top 5 in the field. They did give free health and dental insurance. Now that I have accepted their offer, have I lost the chance to negotiate something higher?

What is norm for Phd Stipends in Engineering? I have an offer for 24K, but the cost of living in that area is high. (Rent will be 1000/month, utilities included)

People are very sensitive. She may be feeling very down, even though you havent done anything to remind her of her hard situation. I would just try to be supportive, and I would try to understand that any anti-social behavior coming from her is not who she really is - its just coming from the difficulty circumstances shes in right now. There's absolutely nothing wrong with calling them and asking when will decision notifications be sent. You don't need to say anything more than "Hi, I applied to your program, and I have not heard back from you yet. When will decision notifcations be sent?" I have done this to the top 20 schools in my field... no bad reactions, everyone understands there are time pressures. You don't need to give an explanation to them for asking.
