Well said. Now I know why I failed. I did state clearly my goal as a practitioner, a diplomat. Yale might thought we won't fit. And i should've too. Didn't do enough research.

the rejection is a very general msg from the Graduate school of arts and sciences, no mention of the program I applied -- IR. I'm wondering if I had applied to the right program or my app had been reviewed at all! Just curious, is it the case for every one not in??

I got rejected too. Thought I could get in.. sigh.
