I got 4.5 AWA and 610 Verbal, but still got an award after submitting my scores (800Q though). I think you read too much into it. Hammer home the broader impacts in a creative proposal and you will have a great chance at getting an award.
I also second the advice about learning from your reviews. I definitely did this (I was HM last year...)
Perhaps they've changed the order of things... last year people first saw the letter on login, then the list was posted, then emails came... the list was posted overnight last year, and I first saw it at 6 am after not seeing it when I went to bed around midnight... maybe they are posting the list tonight? Unsubstantiated hope...
What if you are changing fields? I.e. did a master's in Stats, but now applying to do PhD in Econ or something like that... it's hardly fair to compare those people to 1st PhD students in Econ or to senior undergrads...
It seems like it might be more efficient for GRFP to use machine messages rather than having people answer the phones at this time of year. They give more or less canned answers, and everyone is asking the same question. The money they spend on call center personnel could be used on a couple more fellowships!
