The Reading and Decision Process - Post 10 Posted: 06 Mar 2014 09:01 PM PST We do not use a matrix to determine admission decisions at HKS, but this time of year I feel like I live in a matrix. Similar to the Matrix movie, codes cascade by my eyes daily and manipulating Excel spreadsheets makes me feel like I am living in a different reality. We have a lot of historical data and we can make projections, but each year is different and each applicant pool is different. This time of year I spend a lot of time staring at formulas, coloring cells, calculating estimated yields, averaging, counting, dividing, summing, and contemplating. I know I am engaged in serious work because I have caused Excel to freeze multiple times in the past week. Thanks to a bad experience in high school when I lost a paper on my first computer (a PCJr) when it froze, I compulsively hit Ctrl-S on my keyboard. Admission is not an exact science. In a laboratory you can control for different factors, but in admissions many factors are completely out of my control. I am certainly not an artist, but I do feel like there is an art to enrollment planning. It is not art that I engage in single-handedly, but I hold primary responsibility for putting the projection models together to help lead discussions. I know all those who have applied are waiting anxiously for a decision, and I am anxious to get all of the decisions out. The process is more like an art than a science so I cannot publish particular dates. Thank you for your patience and please, don’t stare at your email account too long waiting for an email regarding your decision - turn away often and examine other things. Easy for me to say I know.

Which programme is the best for international security / strategic affairs ? I am military ( non US ) ? Is it better to go to a general international affairs course or something more specific like gerogetown ?

Thank you for a comprehensive and cogent feedback on the PhD. I think the RAND description enhances my inclination for it as it would be more suitable to my career as well as high recognition in my country. I would be grateful if you could similarly throw some light on two year and one year programmes meant for mid career professionals essentially in terms of suitability as a candidate and funding. -

I prefer the US as I feel that one gets a better and broader perspective in the US. Funding too is more difficult in the UK. -

I am a serving infantry officer with about 26 years in the Indian Army. I am desirous of pursuing a PhD or a Masters in international relations / security studies. I wish to do a PhD for two reasons : to qualify for a post in the soon-to-be-opened Indian National Defence University as well as for career progression. On the practical side I have lots of experience in counterinsurgency, UN operations etc as well as operational planning. I have also completed my M Phil from an Indian university in strategic studies. My constraints are that I can only get two years of sabbatical possibly extended by one year to complete the course and that I would need near complete funding for tution and living, as I have a family to support. I would love to go to one of the CHYMPS / Georgetown/JHU but their PhDs appear to be very long : 5 -6 years. I would prefer a shorter programme like what RAND offers. Any thoughts ? Also do you think I would be a desirable candidate with my profile ? Is it possible to spend a couple of years resident in a PhD programme and complete the rest of the work from India ?
