He said that “it might be useful for us to chat briefly by Skype”. Is this a kind of interview? How should I prepare for that? Will there be a language test since my mother tongue is not English, and my future research needs other languages? So nervous now...

In general, be prepared to talk about your research interests, the archives/data sources you plan to use, and your preparation to do that research.
