Do most departments have Monday off for President's Day, or is it fair game for more acceptances/rejections?

This really varies. You could check the university's academic calendar to find out whether school is in session or not.

My experience in college is that schools ignore pretty much every holiday. I'd say it's fair game.

Forget Monday - apparently even Saturday is fair game! After my original post, my husband received an acceptance email.

Clearly it was silly of me to think that professors behaved according to the regular workweek, let alone holidays.

I've had the exact opposite experience. They may ignore holidays when it comes to holding classes, but they close down the administrative offices every chance they get.
