Submitting prospectus as a writing sample?

Would it be appropriate to submit a prospectus for my writing sample to UCLA? I don’t have any suitable papers that would match the length requirements.

As long as you wrote it, I don't see why not. They want an example of your writing and ability to create a competent narrative, hopefully within your field.
