about NSERC PGS-D proposed start date of award

Hello, I have a question in the NSERC PGS-D scholarship starting date. In the form 201, it is asking for the scholarship starting date. So I just enter the next year fall. But what if I don't get admission from any university, do I automatically forfeit the scholarship or it can be carried over to next year? 

On an un-related note, it seems that NSERC PGS-M (post graduate scholarship - master) is no longer available right? I only see CGS-M on the NSERC website "http://www.nserc-crsng.gc.ca/Students-Etudiants/PG-CS/CGSM-BESCM_eng.asp",  and not PGS-M. And CGS-M is only applicable to Canadian University and not foreign University, right?
