Is Notre Dame a Good IR School?

Trying to decide where to apply next cycle and I've heard that Notre Dame is up and coming but I want to hear what the community thinks considering it's not on the FP rankings list.

My opinion is definitely influenced by the type of research I do, but Notre Dame has fantastic IR scholars. Gary Goertz' work in international rivalry in particular has been a major contribution to the field, and the ND-hosted Peace Accords Matrix is one of the best resources I have found on international peacekeeping operations.
