Fourth waitlist position for a program with 4 slots. Hopeless?

Am I correct in interpreting that I've no chance unless literally most everyone else turns down their admission offer? It's a bit of a mind-wrack, because the program in question is my best bet, for financial reasons (I.e., housing and other things.)

I have similar situation. I am waitlisted at three different schools and the programs are very competitive, so I think it is unlikely to get admitted. 

Do we really have no chance? It seems so...
