A friend of mine has a sub 3.0 undergraduate GPA (translated using WES because she comes from Shenyang Pharmaceutical University) at 2.8. She also has a 3.5 masters GPA from the same university. The scores are 80% and 87% without the conversion. She has been working at Peking university (top school in China) for a year now with a famous professor (famous in China) as a research assistant. She will have a second author paper submitted in English and she has several papers in Chinese (but they were recently accepted in Chinese conferences and have low citation counts). She goal is to apply for a PhD in a field related to health economics. Does anyone have suggestions as to which schools she should target?
She wants to get into UW, but I feel like this may be a long shot because of the sub 3.0 GPA during her undergrad...
