Will my GRE scores be a deal breaker in phd applications?

I am graduating this year with a math and psych double major and 3.7 overall GPA (3.9 in Psych). I am applying to Phd in Cognitive Psychology. I have three research experiences about which I could talk a lot in my statement of purpose. I think I will have two stronger LORs, and 1 decent LOR. But My GRE is very low (311 - V155, Q156, AWA 4). 

What sort of programs will be my target range (like in terms of rank)? Will my GRE scores hurt me in applying to some top programs (say top 50 in psych)?

It's not that cut and dry. 311 might be okay if you have other good experiences (e.g., publications/posters) that show research productivity. Cognitive psych is also less competitive than other areas (e.g., clinical), so I am unsure.

I don't have publications, but I will have one poster presentation towards the end of this semester. It seems that for top 50 program my GRE score is not sufficient. Would 311 be an okay score for programs ranked between 50-100 in the US then?

I had similar research experience (~3 good experiences and a poster presentation) and a very similar GRE score (312, 4,5 AW) when I applied. I was accepted to two programs ranked 50-100 last application cycle (I applied to mainly top 50s and a few 50-100). I'm not sure how similar social and cognitive psych are as far as competitiveness goes, though. Feel free to pm if you have any questions
