How to decide what background information is important for a thesis proposal?

I am looking into start writing my thesis proposal, specifically doing the background research section. I was wondering if anyone had any tips on how to decide what information is important and should be included, how broad do I need to go? Just in general what advice do you have for writing the proposal and finding the background information?
