I contacted my POI before the application process, and he encouraged me to apply. (I guess this is a good sign, right?) Now that I am done with my application, should I send him another email telling him that I applied? or should I just wait until the decision comes out? I am from South Korea If I were applying here in my country, I would definitely send another email. But I'm not so sure if that's appropriate in the US. It may be a polite act in Korea but it is most likely to annoy the POIs in the US...And the "I encourage you to apply" response is certainly nothing negative but it is a common response that profs give out to most applications who reach out to him/her. Congrats on submitting the apps tho! Best luck with your admissions.
