When will the financial package arrive?

I got an offer, first informally by PI email two weeks ago and today through the portal, generic acceptance letter.

When do I receive a financial package/offer?

Also, is the rumor that all UC Psychology programs have the same stipend package true? If so, I can just read any UC's financial package online.

A quick look at two UC schools shows that the packages vary between schools. You might be able to look it up depending which one it is. phdstipends.com also has some information.
