I'd say top 10, but it has certain strengths and weaknesses depending on your field of study and depending on what schools you're comparing it to. In American politics I'd definitely say top 10 if the professors and you are a good match, but it's a small subfield there and I'd hesitate to go there if I wasn't a good match. Security studies? Very good.

Thanks for your reply! I'm thinking about political economy and social policy. There are two professors there who are the top of the field.. comparing it to UPenn.
