I have got admits from both the programs. CMU is offering 40K in scholarship while UPenn is offering 24K. The cost comes down to almost the same amount.(60K CMU vs 50K UPenn)

I'm confused on the following parameters - 

1. Job prospects being an international student

2. Coursework rigour and the skills I would get

3. UPenn has a internship in the last semester and seems to have a lot of opportunities in Philly.

4. Networking opportunities

My primary aim to apply to these courses was to shift towards a career in public policy or related areas.
