Should I delete recommender who haven't submit after the deadline?

Question

I had two letters already after submitting my application few weeks ago. Should I delete the third recommender who hasn't submit yet? I try to email him but barely any response. Does grad school see my application as incomplete if one of the recommenders listed hasn't submitted the letter after the deadline?

If 2 letters are sufficient and the referee is ghosting you, you might want to delete/drop them for the school to process your application. You should ask the grad admissions team if you haven't already about how they treat missing letters! If they need 3, then you would have to replace this person with another.
