Do UK programs contact references if a reference letter is uploaded?

Hello! 

The title says it all. I am applying to a graduate program at Birmingham with a professor that fits my interests wonderfully. On the application page, it gives me the option to upload reference letters. Just out of curiosity, do programs contact your references if you have already uploaded these letters?

I don't have an answer, but I found that really strange on an application for another UK university I'm applying to. Like, really? People don't waive their rights and they just read their own letters? Bizarre to me. 

My guess, though, is that no, they wouldn't contact them, but rather would take the letter as sufficient. Which is, again, bizarre if they're not confidential.
