Can a graduate school professor who does not have a PhD still give a letter of recommendation for a Clinical Psych PhD application?

The very first year I applied I utilized someone with a Master's degree who knew me well.  A mentor was the program director at the time and went over the reviewer's comments.  I received negative feedback from utilizing a professor that didn't have their PhD.  The feedback from this one institution was that every recommendation needs to be from someone with a PhD that can speak directly to my ability to earn and perform at that level

My three letters of rec: two PsyDs (a colleague who went to my uni and a professor/employer) and one Microbiology PhD (professor).

So technically, the answer is yes.
