I'm an international student, and I'm applying to the summit of the top engineering graduate programs (UCB, Stanford). Would you retake the test? I have to prepare for the TOEFL and it will be tight. With verbal I would aim at at least 550, even if you are an international student. So yes, if I were you, I would retake.

Your Quant is 750 (is it roughly 82%?) and as you said, you are applying to top engineering programmes in America. It probably really should be 790-800. Then again, there are many other factors! GRE is not everything, TOEFL is not everything blah-blah. You never ever ever know when it comes to admissions! All the best!
