Federal R&D Funding and RA positions at State Univ.

For this application semester, I haven't seen any RA position offered from a state university (at least from an ECE department) on the results page. I've also been admitted to two state universities and still haven't heard anything on funding. I emailed them and learned that the RA positions are in fact not delivered yet. I guess that this situation is related to a possible decrease in the not-yet-declared federal research funds. What do you think on this issue? And has anyone got a RA offer from a state university?

I got an offer with funding through Research Assistantship from Washington State University's School of Molecular Biosciences.
