Hello, please excuse what may be a dumb question,

UPenn's website claims that they only offer a Ph.D in Religious Studies and not an M.A. or a terminal M.A. Does this mean that they do not accept students without an M.A./M.T.S./M.Div?

If it's not listed as a requirement then you can apply with just a BA. Although I'm sure most of their applicants will have graduate work already completed when applying. Email to ask about common applicants, ect.

U Penn awards an MA after comprehensive exams (http://www.sas.upenn.edu/religious_studies/stages.html). I imagine having an MA beforehand is the norm, like most programs.
