My questions:

1-Do I still need to post the hard copies to the department even if I made my online aqpplication.

2-A copy of a stamped (official) transcript is still an official transcript? Or should I get one official transcript for each 11 departments I apply?

1. Yes, if that is what the applications ask for. (hard copies of what?)

2. It depends. Some schools will accept photocopies until after you've been admitted, at which point they will need official copies. Otherwise you need to send as many official copies as the schools ask for. Do NOT assume that you can submit photocopies unless you were given permission to do so, or your application may be considered incomplete and hence disregarded without review.

I have the same concerns and I have been emailing schools asking for clear explanations.

For your first question,it depends on the school/department,Some schools need both while others are satisfied by uploading your transcripts unitll you are accepted then you must send your official transcripts.

For your 2nd question, 2 schools said it explicitly,send us unofficial / photocopies of your transcripts and if you got admitted,then you MUST send us the original official hard copies.

Actually,every school has its own rules,email them and see.
