Chances of getting into PhD program? What schools should I be looking at?

I’d like to earn my PhD in History and I’ve just started researching graduate schools. However, I’m not sure what type of schools I have a chance at getting into, and which ones I should avoid applying to. I know the job market in History is absolutely horrendous so I’d like to go to the best school for my research interests that I can get into. I’d like to study modern Europe, specifically Germany, Eastern Europe, and the intersections between the two. However my undergraduate GPA is what worries me. Currently I have a 3.3 cumulative GPA and a 3.9 History GPA. I am a double major in Energy Business and History and attend a well regarded public state university. Most of my lower grades come from many of the Calculus and Chemistry classes I took my freshman year (I started out as a Chemistry major).

That being said, I do have other strong points in my application: work experience while in school, conference presentations, many leadership positions, and strong LORs. Basically what schools should I be looking at? How much do schools base decisions on GPA? Will my high GPA in History be taken into consideration while applying?
