Masters in SLP, where should i target

This is an immensely useful board. I wish i had something like this when i was applying for my masters many years ago.

I am trying to help my sister in law who is trying for a Masters in Speech Pathology program. She is a single mom. I want to ask if anyone can help me figure out what ranked schools should be in her target range. I think her credentials are fairly decent except the GRE scores.

GPA - 3.55

Voluntary exp

Clinical exp.

Deans List

Delta Rho Chapter of Kappa Delta Pi

Received International student Scholarships for my credentials.

And now the curve ball:

GRE - Math, Verbal and Analycal all have scores at 8 percantile.

What ranked school should she shoot for with this profile ?

Will the low GRE be a show stopper ?

One of my closest friends is doing her MS in speech-language pathology here at Teachers College, Columbia University. She said GRE scores were optional, and I just checked the page and it appears that they are:
