Anyway, my husband needs to find web access to historical records of US Congress for his PhD. Online database offers records back to 1989 or so and the period from 1919 to 1945 is missing. He needs to access congress debates on important issues (such as WW II) at that time and we have no clue. And we're not in the US , yet, so that we can visit the library of congress. Do any of you have ideas? Thanks guys

This should be what you're looking for. Hein also has some additional material (Senate and House Journals, etc...) for certain dates and that could be helpful.
