Does being a 3.1 econ major from a top 10 school take me out of consideration for IE masters at Ga Tech?

I'm a non-engineering major applying for engineer grad programs, all of them require at least an UG science degree (chemistry, physics, etc). I studied chemistry, and I'll still need to take remedial courses before officially starting the program. There might be exceptions, but I don't know of any. I don't think your UG degree in Econ will be accepted.

Actually, I know for a fact that my econ major is accepted.
