"Ready for Review"

Some of my applications still say "ready for review." Does this mean that they have not even been looked at or is this just the "phase" before decisions?

I believe it was 1 December.

Hmm. If the deadline was very recent, I would probably deduce that your application hasn't been looked at quite yet. But it's been a while since December 1st. Maybe it means the Department has finished reviewing but the school needs to check? I'm sorry, I only have guesses.
