If you're asking whether you can ask the same 3 people to be your references at all schools, then yes, definitely! If you're asking whether you can simply have 3 people write one letter each and then use them for all your applications, no. Most schools now email LOR writers and have them fill out an online LOR form specific to that school. Some might simply have them upload an LOR, but some schools have unique questionnaires that need to be filled out or questions that need to be answered. Writing LOR's is time-consuming, so be sure to only ask people you think would be willing to make that kind of effort on your behalf.
